Skill formation in Lithuania experienced profound transformations since 1990 marked by three main critical junctures of institutional development - post-communist transformation from the totalitarian rule and state-planned economy to democracy and market economy in the last decade of the 20th century, EU accession in the 2004 and the process of European integration, as well as the period of optimisation and modernization of the skill formation system and processes in the aftermath of the economic crisis of 2008 (Tūtlys et al 2022). The relationships between the market and state in these changes have always been rather problemic. The period of post-communist transition was characterised by the radical liberalisation of economic relationships and poor interactions between the economic actors and public educational providers (Laužackas 2005). This circumstance enabled separate development of the supply and demand side of skill formation with all resulting consequences. The period of EU integration was marked with the efforts of bringing together the public education and training system and market by developing the national system of qualifications (Bohlinger and Tūtlys 2022). The recent period shows the signs of strengthening of internal skiĺl formation arrangements in the enterprises, while the education and training providers remain more focused on the empowerment of learners, especially the vulnerable ones. This presentation will review the dynamics of the roles and engagement of the state and market in shaping the skill formation system in Lithuania on the basis of findings of the different international research projects, first of all the EmpowerVET project implemented in 2021-2023 (www.empowervet.net) and currently implemented Horizon Europe project Skills4Justice (www.skills4justice.eu).
