In recent years, total quality management in education has received a lot of attention. In quality, expectations and happiness of people are aimed, and development of people is based on quality and quality management thought. The founder of Total Quality Management, Edwards Deming’s principles can be summarized in the followings; create constancy of purpose, adopt the new philosophy, do not depend on (quality) inspection, choose quality suppliers over low cost suppliers, improve constantly, training on the job, leadership not supervision, eliminate fear, break down internal barriers, eliminate slogans, eliminate numerical targets, remove barriers to worker satisfaction including annual appraisals, encourage self improvement and education for all, everyone is responsible for continual improvement in quality and productivity particularly top management (Weaver, 1997: 287). Therefore, being open to changes and implementing Total Quality Management Principles are inevitable for education organizations. The aim of this research is to determine perceptions of teachers about implementations of Edward Deming’s Total Quality Management Principles in elementary schools.

Method

The sample of the research is composed of 416 teachers working in Elementary Schools of Denizli City Centre. To gather the data, a questionnaire was used. The questionnaire was developed by researcher and its validity and reliability were tested. Then it was reorganized in harmony with feedback and suggestions. Finally it was composed of two parts including personal information and 42 scale items. To analyze the data SPSS package program was used. To test the data whether the results differ according to variables of educational institutions, gender, service times, having Total Quality Management training or not; attending a seminar or conference about TQM or not, t-test was used. To test data whether the results differ according to rank, one-way ANOVA test was used. Values about variables were visualized and explained in detail.

Expected Outcomes

In the research, perceptions of teachers were examined according to variables such as; educational institution, gender, service times, rank, having Total Quality Management training or not; attending a seminar or conference about TQM or not. Similarities and differences among perceptions according to certain variables were found. Teachers’ perceptions differ from each other according to variables such as; educational institution, gender, attending a seminar or conference about TQM or not. Nevertheless teachers’ perceptions are similar to each other according to variables such as rank, service times and having Total Quality Management training or not. In the light of findings some suggestions were developed about implementations of Deming’s TQM principles in Elementary schools
