In recent years, total quality management in education has received a lot of attention. In quality, expectations and happiness of people are aimed, and development of people is based on quality and quality management thought. The founder of Total Quality Management, Edwards Deming’s principles can be summarized in the followings; create constancy of purpose, adopt the new philosophy, do not depend on (quality) inspection, choose quality suppliers over low cost suppliers, improve constantly, training on the job, leadership not supervision, eliminate fear, break down internal barriers, eliminate slogans, eliminate numerical targets, remove barriers to worker satisfaction including annual appraisals, encourage self improvement and education for all, everyone is responsible for continual improvement in quality and productivity particularly top management (Weaver, 1997: 287). Therefore, being open to changes and implementing Total Quality Management Principles are inevitable for education organizations. The aim of this research is to determine perceptions of teachers about implementations of Edward Deming’s Total Quality Management Principles in elementary schools.
