In a world concerned with interrelated environmental, social and economic challenges and cumulative complexities, higher education (HE) institutions would have to reconsider their goals and action strategies. Quality criteria for assessing teaching and research as well as for community commitment of universities are of particular importance in connection with a transformative role of HE in the society both at local and global scale. The paradigm of sustainable development (SD) and strategic guidelines (UN, 1992) were launched by the joint efforts of politicians, scientists, and society leaders to meet the challenges of the late modernity. In order to become a real driving force in creating sustainable society HE requires changing on the systemic level. It implies integration of corresponding values and SD principles tailored to action areas and management of universities including: holistic approach and dealing with complexities; reflexivity and futures thinking; participatory democracy and a multi-stakeholder approach, etc. The UNECE Strategy for Education for Sustainable Development offers a key in defining and using indicators to evaluate effectiveness in reorienting education towards SD (UNECE, 2009). The methodology based on SD paradigm is going to be used for analysis of the HE reform in Lithuania.
