As the theory on knowledge economy has spread by a large margin, the issue of higher education quality has aroused concerns from every circle of the world considering the spectacular distribution of higher education and subsidies posed by the public and private purse. As one of the countries in OECD, the highest degree education in the Czech Republic now is aspiring with the principle goal pronounced in the five-years programming of education in the Czech Republic, which is “The Strategic Plan for the Scholarly, Scientific, Research, Development, Innovation, Artistic and Other Creative Activities of Higher Education Institutions for 2011-2015”. In the report, the annual growth of doctorate acceptors remains approximately 13% from 1998 to 2006. However, the percentage of doctorate holders hired in the jobs unrelated to their scientific expertise was 6.2%. According to the investigation by OECD in 2009, 11.5% of Ph.D. graduates were put in the fundamental positions to do some chores otherwise the corresponding ranks between 1990 and 2006 in the Czech Republic. Undoubtedly, aims of ideal education biased the marketing expectations to a certain extent. How we can assure the high level in Ph.D. studies under the expansion in higher education in the Czech Republic? It makes great sense and necessity for launching an academic program that can uncover the gap of ideal quality and reality. The Ph.D. study in Education is preparing the designer in formulating the education system, the leader in organizing the educational institution and the mentor in instructing the young generation. Based on this relief, the Ph.D. study program in the Faculty of Education in Palacky University aims “to prepare scientific researchers and specialists for working in each of the educational disciplines”. But what is the concrete truth? Either the educational process or acceptors fulfill the ideal quality in the Ph.D. studies in Education? In this paper, we would like to assess the quality of Ph.D. Studies in Education with concentration on Palacky University in Olomouc as a case by interviewing the perspective of ideal quality of Ph.D. education, the career development of graduates and the influence on their life, looking forward to be adopted as an instructive reference by future Ph.D. students, tutors and the related authorities.
