When Geneva earns the status of an international city with the installation of the LON, many international associations move to the city in order to create new collaborative dynamics between NGOs and international organizations. This process affects communities and movements focused on the protection of children and youth. Various networks throughout the inter-war period strive to consolidate their ties in this field with major intergovernmental organizations, in the meantime trying to promote their respective projects. We will try to understand the nature and scope of this activism focused on younger age groups, based on the archives of various types of networks and transnational actors (whether intergovernmental or emanating from civil society). The paper will highlight the mechanisms which feed international circulations, focusing not only on the production process of potentially international standards, but also on the phenomena of cooperation, competition, or tensions between international actors. Finally, we attempt to weigh the importance of this activism on the status accorded to children and youth as public policy issues during the inter-war period
