Devising and launching a national qualification for headship which is based on practice raises a number of difficult issues. For example: how do you define and reach agreement on the purpose and nature of the qualification? If it is to be based on practice how do would-be school leaders get opportunities to manage and lead in schools as part of the learning programme? How can it be assessed? In accrediting programmes and awarding the qualification what are the political and logistical issues which need to be addressed? This paper uses the implementation of the Scottish Qualification for Headship as a case study to examine some of the implications of new approaches to CPD in the UK.
