This case study focuses on a pilot program to implement inclusive education in schools in the medium-sized town of Belovodsk, Kyrgyzstan. The inclusion of children with special needs in Belovodsk is the result of on-going partnerships between the Ministry of Education of Kyrgyzstan and several international organizations. Using a sociocultural approach and ethnographic research methods, this case study explores the degree to which the initiative for special education in Belovodsk meets its stated goals. Our findings demonstrate that diverse stakeholders in Belovodsk came together in public-NGO partnerships to build more inclusive school environments and access to education for children with mobility and sensory impairments in a provincial town. The outcomes and impacts of this initiative, documented herein, represent a significant achievement in the inclusion of children with special needs in public education, and the fostering of a more inclusive environment in the broader community. However, challenges remain in terms of spurring parent involvement, fostering broader awareness of principles of inclusion, in extending inclusion to children with severe and multiple disabilities, and in preschool and early intervention programs.
