Our paper analyses the institutional framework and public debate on citizenship education in Spain. The Constitution of 1978 set up a new framework for coexistence within which Spain became a social and democratic state, advocating freedom, justice, equality and political pluralism; which proclaims the rights and freedom of its citizens; which recognises the cultural and historical characteristics of the different territories and communities of which it is made up, and the right to self‐government and solidarity. Following the constitutional regulation, the recent General Act on Education (LOE) passed by the Socialist Party (PSOE) has introduced Citizenship Education as a specific area of the school curriculum. This insertion has generated an intensive pubic debate. Te paper explores the profile and evolution of the debate on citizenship in Spain, by analysing the content of the
two main national newspapers.
