Today, rethinking on globalizations’ social, political, cultural and economical outcomes looks like the most important duty of the social sciences. Globalization has caused the thought of university to be transformed into ‘processes of learning’. The internationalization of the courses is grounded on the proposition that countries which fail to develop the ‘international education’ will be effected negatively in terms of Economical, political and social issues in a mutually bound world. The largest portion of the drive to internationalize the course programs is based on national or local political-cultural benefits or is being legitimated in this framing. The effect of the relationship between globalization and teaching-learning process onto the topics of multi-cultural education, consciousness about cultural identity and multiplicity, and world citizenship, the presence of the concepts based on social equity, pluralism and diversity in the courses can be discussed in terms of the diversification of the teaching-learning possibilities.

Method

This research aims to describe the expected and observed teaching / learning processes effects of globalization over the Teacher Training Colleges on the basis of the academic staffs’ opinions. The research is a survey model. The research universe is the 2696 academic staff of Teacher Training Colleges from all over Turkey. For it is thought to be an important variable, in the context of globalization, the research universe is divided into two sub-universes, namely before 1992 and 1992 onwards, and from these universes a research sample was designated by clustering sampling method. A questionnaire form was used in collecting data which is improved by the researcher. The survey items were grouped by teaching / learning processes, with expected and observed influences over which globalization is effective. The reliability and validity analysis was made and Cronbach alfa reliability coefficient was found .95. Mean, paired and non paired t tests were used analysis of data.

Expected Outcomes

The effects in the dimension of teaching-learning processes is on a large scale appreciated as the expected effects of globalization. Teacher Training Colleges are generally closed to the effects of globalization in terms of teaching-learning processes. The conclusion made started out from these findings is that level of awareness towards effects of teaching-learning processes is remaining limited within the academic life practices of the instructors. Once internationalization, quality development, strategic planning operations in Teacher Training Colleges began to increase, and once managing administration -in which activity and efficiency is a priority- is fundamental, standardization, homogenization, international control mechanisms and understandings of quality are results of this process, and their effects on the nature, the scientific and autonomous character of academic education must be deeply interrogated and explored. Topics like globalizations’ competitive, adapted values to the free market economy, teaching-learning processes merely based on labour force needs in harmony with the expectations of the world of economy, consequently globalizations’ effects and values of political-economy must be approached in a research-based, objective and critical point of view and an answer must be given to the international powers in that direction at the university milieu, where scientific and academic point of view is fundamental. According to research findings, Teacher Training Colleges have difficulties about these subjects concerning with global effects on educational and instructional level: - Developing multicultural and interdisciplinary programs, - Implementing interactional and multi-dimensional teaching and learning, - Developing individual learning processes, - Developing skills which are facilitated to adapting global interaction and relations, - Developing learning processes which are based on research, - Expand and bringing in the practice international quality standards, lifelong learning and to become a learning center for university environment. As a result, this research is considered to be a commencement in determining the effects of globalization over Teacher Training Colleges in our country and will bring important contributions to the field and to reconstruction of Teacher Training Colleges according to the international inclinations and principles.
