The creation of the learning city requires the knowledge of the population's learning-related attitudes. The influence of these attitudes in the process of the realization of the idea of the learning city may be essential: positive learning- related attitudes may be seen as supporting factors, while the negative ones - as an impediment. The article presents the analysis of the problem expressed through the following questions: " Do the population's learning-related attitudes reflect a new approach to learning related not to the systemically organized learning at an educational institution, but rather to the usage of modern methods and forms of learning in various learning environments? " What is the difference between the learning- related attitudes of the inhabitants of Lithuanian cities (Kaunas, Šiauliai, and Utena) that are on different stages of development aimed at the learning city? The report presents a study whose aim was to reveal the population's learning-related attitudes in three aspects: " Learning as the premise for ensuring life harmony, " Learning as the condition for successful career, " Learning as the premise for the re-socialization of groups of disabled and marginalized people. The methodology of the study is based on the constructivism theory (Jarvis, Carlsen, 1999; Arend, 1998, etc.) and the concept of the learning city (Longworth, 1999) developed on the basis of this theory, since they provide the basis for a new approach to learning and clarify the learning city characteristics that are important for the realization of the aim of the project. The following study methods were applied: " Analysis of scientific literature (used for the definition of the main concepts, and the grounding of the methodology of the study of population's learning needs and attitudes). " Written inquiry (used for the study of population's learning needs and attitudes). The findings of the study were processed with the help of SPSS for Windows 12.0 software package. A concrete calculation of the values of the descriptive statistics and factor analysis were performed. The maximum allowed deviation of statistical solutions was set to be 5%. The sample of the study: 2 400 respondents (800 inhabitants from each of the three studied Lithuanian cities). The sample of the study was formed aiming at the inclusion of the representatives of all age groups, various levels of education, and professional and social status. The report consists of two parts. The first part presents the methodology of the study of population's learning-related attitudes. The second part contains the presentation and analysis of the results of the study. The results are analyzed with the aim of clarifying the differences between the attitudes of people from different cities, different age, sex, and social and professional status. This part also contains the presentation of the results of the factor analysis. The report discusses four factors that emerged during the study; these factors may conditionally be defined through four life positions: "street businessmen", "continuously improving", "prone to saving at the expense of others" and "learning in order to survive in contemporary society".
