Some of present era specifications are change of nature, qualifications and quality of labour market performance. Passing from the management system based on mass production to flexible system and emergence of knowledge economy make it necessary to consider the higher education centers development to provide the skillful human sources. In this article, we discussed some questions about importance and quality of basic skills formation based on theoretical foundations of human capital and social capital theory. It also refers that basic skills are very important in higher education. But special features of basic skills are emphasized because of higher education planners vision manner, following human capital theoretical vision during higher education quantity expansion periods. Now, economics has entered to the new era, human capital vision has lost its efficiency for higher education planning, description gradually. So, social capital have substituted with special suppositions. Basic skills training in higher education have a separate position in social capital. Hence, higher education centers need to think deeply about contents, position, efficiencies and quality of basic skills training for constituting social capital, social reliance expansion and stable social relation nets. In fact, Iran universities need to provide necessary situations for key skills learning through utilization propounded theories and patterns related to social capital. Thus this article is going to consider the suppositions of this theory and its usage as a social-economy requirements to educate specialized human force for higher education planning. Doubtless, the connection link of higher education and social capital content should be seek by identifying transferable key skills in human force education.
