Susanne Maurer addresses "Education between Unruly Practices and the means for hegemony by education". She discusses the perspective of "governmentality from below", focussing the unruly practices of Social Movements around 1900 which are related to the rise and development of Social Policy and Social Work within the frame of a Modern Welfare State. In this discourse, education becomes the notion of a space of potentials. In the nexus of knowledge and power education can take place as means of freedom, as practice against hegemonic practices as well as a means against freedom itself - in any case, it is a transformative space and challenge for state and society.
