Fostering academic traditions developed in the course of history and stimulating new ones, universities create distinctive inner culture organizational culture which is very significant for its academic members, for their activities and interrelationship. In 1998 Lithuanian higher education lived a period of great changes: new system of credits, modules, syllabus, accreditation, etc. So, it was the need to create an instrument (Poškiene, 1998) to investigate the university organizational culture. The research analyzed the university organizational culture at the junction of two approaches - educational and managerial. The aim was to investigate the traditional features and values of the university (St. Brookfield, 1995; R. Middlehurst, 1995; Coggin, 1979; E. Ashby, M. Anderson, 1992) and the parameters of the organizational culture (E. Schein, 1992; J.R. Schermerhorn, Jr.J. Osborn, 1994). During the last 5 years great changes influenced all spheres of life in Lithuania. The traditional priorities and values at the university started the transformation process. The old traditions were reshaped or eliminated under the influence of regional and global changes. The university is not already an Ivory Tower, a safe space for academic community. It has become a place for active cooperation and competition where personal competence and growth is promoted, where openness and service to the society are fostered.
