Two studies accomplished under the author´s supervision . (Post Graduate Programme/ UMESP/ Brasil) give an important support to this text. Their subjects is the the community participation in school life, and they were carried out by Aquino (2003) and Mastra, (2002). The discussions in the study group Democratic management and innovation process in schools also gove an important contribution to our work. In order to analyze such relationship, two ethnographics, qualitatives cases studies have been carried out ( Aquino, 2003; Mastra, 2002) . Data were amassed between February 2002 and June 2004, according to Bogdan and Biklen (1994). These qualitatives studies, were carried of Greater São Paulo/ Brasil, working in two publics schools for 0-11 year-old children (Basic School). Yours objectives were to investigate the democratic management process day by day. The focus was the mechanisms that the school created with originality predict and not predict on the law. Some studies conclusions were resumed. Therefore, here, the author set out to study carefully related questions. Democratic management, participation types and levels are discussed according to Bordenave (1983). The publicly-run school system is analyzed by means of its internal and external mechanisms of community participation how suggested Paro, (1995, 1997, 2000). The text points out the difficulties and complexities of such mechanisms, not only their introduction, but also their functioning and consolidation, as well as the ineffectiveness of their political nature caused by the Neo-Liberal policies of the 90s. Ultimately, we bring into discussion some points of tension regarding cultural differences and social inequality acting on such relationships, and also how PTA meetings keep the population away from schools due to their ritualistic nature, analyzed through the studies by Moraes (2003). This author, take into consideration anthropology studies (Mauss,1999), describe the ritual and how your language to standing out prejudices, stigmas. He considers such meetings as formal and sacrificial. The need of counteracting the patrimonialist culture (an important question) prevailing in Brasil public administration is stressed.
