In Finland educational outcomes are evaluated to develop education and for controlling education policy . The national assessments of the school achievements at the comprehensive schools are reported for policymakers and for schools. This paper presents how a policy of equal opportunities can be evaluated by analyzing the school achievements in comprehensive schools. The differences between genders and regions are studied by comparing the performance of the extreme-quartile pupils. Some comparisons are made between the findings based on the national external assessments and the results of the studies on PISA, in which differences between genders have been extremely big.
