The importance of quality assurance in VET is growing in Europe for two reasons(1) A quality improvement of VET systems is one of the strategic aims of the European Union and was named as one of the most important tasks in the declaration of Copenhagen.(2) VET institutions take over more responsibility than ever in the global competition and within the restructurisation process towards competitive knowledge societies. Moreover, the intensifying independence of vocational training institutions on a national level (outsourcing of training departments / increased sole responsibility of vocational schools) increasingly requires them to prove the quality of their work and their ability to develop it.Research in the field shows that the actual quality management systems concentrate on the institutional aspects of quality. The quality of education in class is inadequately observed. Within the paper the main outcome of analysis reports of existing quality management systems in VET for the improving of class quality in six European countries is discussed. Consequences for developing a systematic tool for the development, assessment and shaping of the quality of VET are drawn. The research concept is sector related. Within the metal sector sector and case studies are carried through with the aim to analyse the success of the existing quality management systems in VET for the improving of class quality. The research is done in a framework with experts of six countries (Austria, Germany, Spain, Slovenia, Czechia and United Kingdom) on national and European level. The research results in six European countries (Austrica, Czechia, Spain, United Kingdom, Germany and Slovenia) illustrate that the present quality management systems on the level of class quality have a limited effect. Within the papers the following reasons where discussed1.The systems are derived from QM systems implemented in production or service-oriented companies. The conditions and influences on production and services however cannot be copied 1:1 to human learning and teaching processes. 2.The present QM systems measure quality yet leave the quality improvement measures to the schools. However, at the moment, the existence of results does not lead to an improvement of class quality. The measures focus on the system as a whole, including school structures, teachers, students, class and tie a lot of energy. 3.The systems focus on institutional aspects of quality and neglect the quality of teaching and training. 4.A lot is known about methodical-didactical approaches to qualification in the metal sector. However, relations to work and the working process as a quality indicator haven't been examined on a satisfying level. Especially the working process-oriented training (with regard to content and didactics) in the metal sector has yet to be explained in detail. Subsequently corner points of a shaping oriented quality development system are developed and discussed.
