Modern public organizations require numerous groups/teams who have the capability to transform goals and political intentions into actions and balancing these with professional considerations and contextual conditions. Significant decisions are made in such groups – filtered and negotiated in the group dynamics. Therefore, the management team is a critical link in the organizational web.
In this research project the overall purpose is to develop knowledge about superintendent leadership in an era of audits. Here perceptions of work qualities of municipal management teams consisting of the superintendent and principals is studied.
In its essence this paper addresses a global education phenomenon related to governance in an audit society. It highlights the impact when transnational movements influence the agenda of municipalities and encounter a practice that is embedded in specific local traditions and institutional culture. This Swedish case can very well be seen as response to global challenges, a response that can be further qualified by studies from other countries.
