The presentation is based on findings of the INDUCT project. This project aims at discovering practices of recruitment, induction and training in selected European countries and how differences in the national (vocational) education system influence these processes in different occupations.
INDUCT is an enrichment and an enlargement to previous research (Achtenhagen und Baethge 2007, Achtenhagen u.a. 2006) for several reasons. The specific focus on job-entrants to midlevel skilled work is unique as well as the large-scale approach. Most prior research on this topic was either on graduates of Higher Education (Drees 2009)or on single enterprises (Rappe 2006). Although there has been some comparable research in the 1980s and early 1990s (Kloas 1988), there has been no follow up. The project differs from previous comparative research approaches on VET-systems as its focus is on the employers’ perspective. The study analyses their qualification needs and their practices of closing the gap between these needs and the “delivered” competences of graduates of the VET-system. INDUCT therefore gives insight of the “black box” of in-company induction practices. This year’s presentation will add to previous presentations at recent ECER by analysing data from the occupational field of health care and the Korean country context (these data were not presented elsewhere, yet).
In times of skills shortage, especially in the area of health care occupations (e.g. Bettig u.a. 2012, Lauterbach 2012), the data of INDUCT can give additional input to different discussions: They can for example highlight in how far the educational pathway (higher education, e.g. in the UK, vs. vocational education, e.g. in Germany) of persons in health care influences the distribution of responsibilities and tasks of health care staff in hospitals, medical centres and other nursing services. Furthermore, the study delivers information on how different governmental organisation of the care- sector (e.g. the system of the National Health Service in the UK or public “job listing” in Spain) influences selection mechanisms and access of job entrants to the labour market. A further added value is possible to the European discussion on the minimum educational level to access the educational pathway in health care (European Commission 2011).
