Differences between countries in participation in non-formal learning as well as in inequalities in participation between different groups are very significant. It is important to understand what induces this heterogeneity. One stream is considering lifelong learning from institutional perspective. This institutional perspective goes beyond a simple assertion that there are national differences; it asserts that the differences are systematic, in the sense that lifelong learning national models may be classified along various dimensions of institutional variation, and they may be grouped into types of systems with common characteristics. We concentrate on the following research questions: (1) how does the structure of the educational system, its interaction with the labour market as well as the match between existing educational qualifications and the occupational structure affect the participation in non-formal learning and the training gap between low-skilled blue collar workers and high-skilled white collar workers; (2) whether or not the way institutional systems shape the opportunities for lifelong learning differs between new versus old European Union member states. We are using aggregate data about participation in non-formal learning in different European Union countries, based on an ad hoc module included in the EU Labour Force Survey 2003.
