This paper will present findings from an investigation, on how young people in school in different countries, subjectively evaluate education inequality and what influences this has on their level of civic competence. In particular we will examine how perceptions of inequalities based on ethnicity; gender and rurality impact on the levels of knowledge, skills, attitudes and values that are needed to become active citizens.
This study, which is taking place within the new ESRC LLAKES centre (Centre for Learning and Life Chances in Knowledge Economies and Societies), will build on the research of Green, Preston and Janmaat (2007) and test the hypothesis that subjective experience of inequality will negatively impact the development of civic competence. Thus this paper will feed off two different sets of literature, first, the literature on fairness and educational inequalities (Bègue and Hafer, 2005) and second, the literature on citizenship education (Torney-Purta et al, 2001) and the description and measurement of competences for active citizenship (Crick report 1998, Eurydice 2005 and Hoskins et al 2008).
The data that will be used is the international IEA CIVED 1999 data on 14 years in school that contains questions on both the perceptions of fairness and the testing of the different dimensions of civic competence. The development of the scales will be presented along with the results of regression analysis. The results will be discussed in the context of policy and pedagogical practice on civic education in particular reflecting on critical education pedagogy and the methods needed to help young people to become active citizens and the policy implications of inequalities in education.
