This paper reports about findings of an empirical research project which analyses current and potential future educational reforms and steering structures and processes in a Swiss canton. A governance perspective is used to analyse the coordination of actions of different stakeholders and leaders from an analytic multi-level perspective.
To explore the interactions and the overall system of action coordination of different stakeholders and key agents of the school system – such as teachers, school leaders, school governors including parents’ representatives, education authority personnel, and representatives of the local/regional communities’ councils (N=500) – they are asked about their views on these issues.
For data collection the Delphi method is used (see: Gordon/Säumer 1964; Haeder 2000). It is applied in a three-step-approach, i.e. using three different surveys with the same cohort in a chronological order; the latter survey questionnaire is always based on the findings of the prior survey.
Findings show interesting perspectives of the different groups of agents, but also differences within these groups as to the educational reforms and governance structures and processes. Tensions and ambiguity are obvious and will be explored. A theoretical discussion about the functionality of structures and processes of governance models will conclude this paper.
