ECVET will be developed gradually on a voluntary basis, without any legal obligation. So far, it is not clear, whether the costs of setting up the system and administering it would be proportionate to the benefits. One of the first issues to deal with is the diversity of VET systems across Europe (and, in some cases, in one country there are different approaches to VET). All approaches are equally valid, but an initiative like ECVET would imply a certain harmonization of the systems. In an unregulated ‘training-on-the-job’ model like in Spain this could be seen as an advantage from the pedagogical point of view, but to get support from enterprises some questions have to be answered:
- Will ECVET have any impact on employability, adaptability and entrepreneurial spirit?
- Will the development of a modular qualification system allow trainers and experts to respond swiftly, dynamically and extremely flexibly to the qualification requirements from the industry?
- Will it ease the life-long learning on the job for people working in a particular sector?
- Which is going to be the ability to integrate the developed modules into a very wide variety of national training and advanced training schemes?
