Contribution
As part of the Lisbon strategy the integrated “Education and Training 2010” program wants to make “lifelong learning a reality”. Previous research has indicated that the suggested ‘reality’ should not be disconnected form the ‘governmentalisation of learning’; learning has become the strategic resource/objective of (educational, but also social, economic and health) policies, and at once the ethical/political substance of leading an ‘active’ and ‘responsible’ life as European citizen. Elaborating on these findings, the paper maps the lives of European lifelong learners considering the monitoring tools and procedures developed and implemented (benchmarks, Europass, qualification programs etc.). The research clarifies how the lifelong learner is engaged in an ongoing process of self-innovation (proactive empowerment), entertained by carefully orchestrated performance spectacles (good examples/performance arenas/feedback) and looking for permanent spatial/environmental positioning (orientation in a ‘timeless time’). Her life articulates a more general shift from ‘historical orientation’ (based on tradition, culture, ideology, norm, discipline) to ‘environmental positioning’ (based on comparison, resource, strategy, benchmark, feedback). As a consequence, the private/public distinction in learners’ lives is not given, but a permanent challenge and the necessarily provisional result of one’s ‘impression, time.
