The paper will first describe the figures and trends with regard to ethnic segregation of education in The Netherlands – primary as well as lower secondary. Then the paper will discuss two different sets as measures and initiatives that should diminish ethnic segregation as occurring. These are: 1. Local dispersion measures as promoted by the government and as implemented by some municipalities. Most attention will be paid to the municipality of Tiel, where parents should register their children at schools in the ‘natural recruitment zone’. Evaluation research has shown that the measures have been implemented successfully. 2. Parental initiatives for the collective registration of ‘white’ children at ‘black’ schools in their neighbourhood. Process evaluation research has revealed what factors have made the initiative successful.
The trends towards ethnic segregation will be discussed in relation to national issues. Key issue regards the constitutional freedom of school choice. Policies and practices regard longstanding measures that should foster chances of deficient children through priority measures in education. Further policy frames are related to neighbourhood gentrification.
From the national reports on inclusion and education in Europe further examples will be discussed, as to assess the factors that may increase ethnic segregation in European education and the measures and initiatives that have been undertaken to change the tide and the trend. From the national reports materials are available on Hungary, Italy, Slovenia, Sweden and UK. On other countries materials may become available in the coming months.
