n the paper the focus will be on comparative issues, in a wider theoretical and interpretative context. It will follow and explain the general introductory remarks from the entries above.
It will regard the following issues:
1. The issue of inclusion and mainstream education,
2. The opposite issue of exclusion and mainstream education,
3. Further related issues,
4. Measures and their frames that should foster inclusion in education, i.e.:
Priority measures and the frame of priority education,
Inclusive measures and the frame of inclusive education, as developed in relation to educational arrangements for pupils with handicaps and special needs,
Safety measures and the frame of safe education,
Reintegration measures for early school leavers and other lost pupils,
Teacher support measures.
5. Educational actors and their influence on measures fostering inclusion in education, in a positive or negative.
Educational policy statements at the national or the regional level refer to the frames of priority education, inclusive education, and/or safe education, in varying ways and degrees, and taking educational autonomy into consideration. Reintegration measures are partly part of educational correction and improvement measures to get lost pupils back on track. They are also part of national and European policies and strategies with regard to the labour markets and qualification as appropriate for functioning on the labour markets. Teacher support regards sets of second-line measures to keep pupils in their schools. One of the key issues then is teacher training.
The five frames are introduced for the comparative assessment of inclusion measures in the ten European countries, in relation to the restricted European dimension in educational action.
