In the following, the discussion about values, evaluation and the idea of university will be lead, keeping in mind a concept of the university as within a creative economy (Weber et al 2010; Weber 2013a). Taking up the current political, societal and cultural framework, which marks the research and development field, it overall is inscribed in an EU-wide and global discourse on innovation and development. It is relevant for organizational and innovation strategies in that it represents the central programatics and semantics, which act as guidelines for the idea and practice of the university itself. They underlie – from a discourse oriented perspective – organization as a rationality of organizing, creativity, and the emergence of the new (Weber 2014). The contribution is divided into four parts. First, the constitution of universities and the current development of a new university profile is illustrated (Weber 2013b). This trend is especially relevant for the analysis of the conditionality of universities today. It takes up the orientation towards research, development and design in a politically strategic way (chapter 1). In the second part, the new paradigm of open research and innovation platforms is outlined (Weber 2014a, b). Aside from the political discussion, this also ties into the academic discussion and draws on current models of the sociology of knowledge and the sociology of science (chapter 2). From here on out, the focus moves to the underlying rationalities of open research and innovation strategies (chapter 3). A distinction is made between three models and rationalities that each mark one specific idea of “responsible research” (Weber 2014c). In the fourth part, a connection to an integrated rationality will be made. This rationality is in line with an orientation towards holistic strategies of societal development (Development Report Bhutan) and towards organizational change. This model of a sustainability oriented, responsible research and innovation strategy not only takes up on the sustainability oriented value relations, but in a certain way also offers potential for a design orientation that can also be understood in a societal context – and, with that, for a strategy of futurability and innovation (Weber 2014a).
