In the previous decade, Taiwan rapidly expanded its higher education institutions; therefore, the quality issue was raised and questioned. We are influenced by the knowledge based economy, facing competitive global pressure, and internationalization is the most emergent issue we need to face, since human quality is the key element for survival, the connections with the world will be an express way to be globalization. Therefore, Taiwan is faced with the challenge of raising the caliber of its higher education.
Through the democratization process and decentralization of management, as well as the trends of mercerization and globalization, Taiwan is attempting to elevate its higher education to global standards.
The Ministry of Education proposed internationalization strategies of higher education. According to the report, the Ministry of Education proposes global vision of education, and the strategies related to the internationalization of higher education including: school internationalization, higher education cooperate with economic development, diversity human resources, creativity and world class research, encourage students study aboard and welcome foreign students. And more projects are coming forward.
Following a period of reform in the 1990s, at the end of 2004, the Ministry of Education announced a new policy framework aimed at handling future challenges. The framework is based on four major points: citizenship, cultural diversity, global vision, and social concerns. In 2009, the Ministry propose new blueprint for Education 2009-2012, and the global view is still one of the main objectives which including the international competitiveness, international exchanges international service and the cross-strait exchanges.
We will focus on the strategies of internationalization of higher education. First, we will discuss the environmental impact of internationalization. Second, we will analyze the strategies from the Ministry of Education, including the projects and actions. Third, we will illustrate how the higher education institutions and the students future development for facing the challenges. Finally, we will reflect and propose a vision for the future internationalization of higher education in Taiwan.
Method
This paper will use offical documents plus author's obversations to illustrate the internationalization of Taiwan' higher education.Document analysis is the main method.
Expected Outcomes
This paper is expected to propose the best strategies and visions of Taiwan's higher education, and will focus on the internationlization and the future development.
