Effective curriculum implementation is one of the key elements to the success of curriculum reform. Movement of professional development school and the model of partnership system of universities and schools are two important forms to support teacher professional development and enhance their capacity of curriculum implementation (Velzen, Bezzina & Lorist, 2009: 59-60). Owning to different institution and cultural tradition from Europe and the United States, ever since the late 1950s’, the Chinese government started to develop the Teaching Research System to promote qualities of in-service teachers and their teaching.
Two topics were studied: the briefly introduction of the origin and development of the Chinese Teaching Research System(Jiaoxue Yanjiu Zhidu, 教学研究制度); and how it makes effects on promoting in-service teachers teaching and state curriculums implementation.
