The purpose of research is conceptual substantation and practical approbation of new model of training of personnel for the industrial enterprises. The urgency of its realization on territory of municipal formation which is included in Republic Tatarstan, is determined by that Tatarstan traditionally is included in quintuple of the leaders among the subjects of Russian Federation. The machine-building branch makes in total volume of a commercial production of republic about 25 % and determines development of fuel and energy, transport, building, chemical and petrochemical complexes of republic. Leading branches of engineering in Tatarstan are air- and motor industry, shipbuilding.
Scale of the intended reforming operations and expected outcome, when on the agenda there is a problem of transition to innovated economy, will not be successful without global changes in a system of vocational education. Thus reformations in preparation of the experts for branches of economy require active research of dynamic processes and their outcomes with the purposes of giving them theoretical justification, accuracy of the description, prognostication of perspectives.
In the present research made on territory of Zelenodolsk municipal region of Republic Tatarstan, the description of dynamics of reforming operations oriented on construction of integrated model of preparation of nonproduction staff is given.
Consideration of a problem of multilevel preparation of the experts for satisfaction of needs of economy of modern Russia staticizes also development in the field of comparative pedagogics. The generalization of accumulated domestic and foreign theoretical and practical experience on problems of organization of vocational education in maintenance of personnel needs of production has shown, that, despite of cultivation of each from marked directions of research, there is no component organic synthesis of the theory and practice of integration of efforts of the social partners in maintenance of effective multilevel and multivariant preparation of the experts of machine-building branch for regional needs of production.
The municipal model of preparation of the experts (municipal educational complex) for machine-building branch constructed because of cooperations of efforts of production and educational establishments of all levels, provides entering a number of changes into a structure of relationships between the social subjects.
Important making of reforming operations in a system of vocational training there is a change of a system of the attitudes between educational establishments. By the most met form of the changed system the attitude between vocational educational establishments becomes them joining in unified educational space (integrated educational institution of learning), which will be capable to ensure needs of the local labour market with the experts of all educational levels.
The integration considerably expands quantity of possible paths of training. Due to it the more effective model phased and parallel motion learning in educational space both assimilation by them of verticals and horizontals of vocational knowledges is formed. The integration of production and education guarantees gradual entry of educational process in industrial approbation by the students of obtained vocational skills.
