23 SES 10 B, Researching the Powerful: Seeking Knowledge about Policy

This paper will draw together some of the key issues in the symposium by reviewing some of the recent literature on the methodology of researching the powerful in a range of policy studies across different disciplines. This discussion will focus on two main topics (i) the issue of policy makers’ concern to ‘craft the narrative’(Arnot and Ozga 2010) of policy accounts and (ii) the issue of interpretation of accounts, in relation to their expression of the ‘assumptive worlds’ (McPherson and Raab 1989) of policy makers. The embeddedness of accounts in cultural practices and relations raises particular difficulties for comparative research, which are discussed throughout the symposium
