In 2006 Swedish authorities introduced open publication of comparisons of student results at the end of compulsory school (Swedish Association of Local Authorities and Regions, 2010). In this project we have studied a municipality that has succeeded in breaking a negative trend from a bottom position in 2006/2007 to a top position in 2010, apparently through inclusive practices. The purpose of our project is to examine and isolate key elements that make a difference in schools and classrooms in the work with all students (Hayes, Mills, Christie & Lingard, 2006; Mitchell, 2008). The research has set out to answer a number of questions: What considerations were made to overturn negative goal fulfilment? How were these considerations formed into actions? In what ways has the strategic work from the school administration been formed to involve all interest groups? What consequences has the inclusive practice implementing closing down all small groups, which is a traditional way of special education in Sweden, had on the teaching in the classrooms? In what ways has pedagogical consciousness been influenced by the in-service training given to all staff?
