There have been a number of studies over the past decade that have examined the work of the Educational Psychological Services (EPS) in Norway (e.g., Anthun, 2002; Fylling & Handegård, 2009; Idsoe, 2006). Previous investigations of the EPS’s relationship to school and preschool have often considered these two institutions as a single entity. Alternatively, research concerning the EPS has been solely directed towards compulsory school. Thus, there is an absence of research that has sought to examine the relationship between EPS and preschool. This presentation focuses on findings from the project, "The State of Knowledge concerning the Educational Psychological Services' work with Preschool" (Kunnskapsstatus om PP-tjenestens arbeid med barnehagen). The project was undertaken by commission of the Norwegian Ministry of Education and Research (Kunnskapsdepartementet) in the period of October 1, 2010 to January 1, 2011. The goals of the project were as follows: (a) to survey the extent of EPS’s work with preschool, (b) to identify the extent and types of collaboration EPS has with preschool, (c) to survey EPS personnel's views regarding their own competency and the competency of those working in preschool, and (d) to gain insight into the views of EPS personnel regarding the tension between individual and system oriented approaches. The theoretical framework for the project is connected to the historical development of EPS and preschool in Norway and the relationship that they have to individual and system oriented approaches to supporting children with special needs. The theoretical framework for the project is based on an understanding of childhood development that is dependent on both (1) the child itself (abilities, characteristics, disposition, etc.) and (2) the child's interaction with the environment (Bronfenbrenner, 1979).
