The paper is about inclusive European citizenship. It suggest a European gift in the naturalisation ceremonies held by regional authorities. Although the new coming citizens gain European citizenship through national naturalisation no passage or sign is implemented in the procedures. The cities and regions run basic integration programs. They are also represented in the ceremonies and have the possibility to create a decentralised European perspective. Urban environments in which most of the new citizens live can be more inclusive if they put an emphasis on the qualifications of newcomers.
The author, member of a research group from Germany and France suggests that Europe could be made visible in the ceremonies by improving the recognition of formal and informal qualifications of the new citizens. This would create more opportunities and reduce unjust asymmetries to newcomers in European societies. It would also effect schools because pupils with migration background would suffer less from the diminution of status of their parents.
Naturalisation ceremonies in the European Union are national domains with effect on all member states. If national citizenship is given also European rights are awarded. By national citizenship the change of status to being European is quasi automatically. Although the status European is often not even known by the new national citizens. A team of French and German researchers has taken a closer look on naturalisation ceremonies in France and Germany. European citizenship is not mentioned in the national procedures. Europe sometimes imagined as a "Mega" national state is not interfering in national domains and so not present in national naturalisation acts. But the welcoming of new citizens is a opportunity to think about European Citizenship and to represent the empty space. I think Europe could help new citizen usually in a long struggle for citizenship with the national states by recognition of qualifications. The european initiative could be introduced by regional authorities, mostly mayors in the ceremony. This would contribute to more social justice and inclusion.
