While most research focuses on identifying how a vocational guidance system should be evaluated or made more accountable, very little attention has been given to the planning of vocational guidance system, particularly as it is seen through the perspectives of the stakeholders. The paper draws on first results obtained using mixed methods of research conducted in the German federal state (Land) of North Rhine-Westphalia (NRW). The study seeks to explore how vocational guidance stakeholders perceive the planning of vocational guidance. Additionally, it raises the question whether certain perceived planning schemes might serve as theoretical tendencies related to certain aspects of social justice. Moreover, the study employs Kaufman’s model of successful planning as a methodological tool for planning of vocational guidance as a system encompassing micro, macro and mega levels of needs. The core technique for qualitative data collection was a collective normative case study using customized, semi-structured in-depth interviews. Focus group discussions and individual in-depth interviews with the stakeholders of a vocational guidance system were used in the first stage of empirical study to answer research questions.
