In this communication, we describe the priority education policies in two Belgian educational systems (Flemish and French Community) and discuss the challenges they now have to face and the direction they are taking. We first present the general context of the two educational systems, highlighting their quasi-market organisation and the consequences on segregation and on inequalities of attainment. We then describe the priority education policies in each educational system. So as to stress similarities and differences of the two systems, we focus our description on the ways of defining the target population (including or not ethnic and linguistic data), the way data are collected to identify it (direct versus indirect), and on the challenges of evaluating the effects of these policies in quasi-markets contexts. In the discussion, we highlight the present major issue in Belgium which is school mix and educational market regulation and some proposals to face it.
