In a large Australia Research Council funded project we are studying shifts since the 1970s in the formulation of curriculum policies and frameworks in the different Australian states. In our interviews with curriculum leaders and those involved in the formulation of policy we are interested in the way in which curriculum discourse is one about management of resources and management of accountabilities, with relatively little direct engagement with issues about knowledge and knowledge-building. In the curriculum documents since the 70s we have seen some striking changes in the ways curriculum frameworks are formulated. Australia is perhaps most notable in attempting to move beyond the academic/vocational divide and to move beyond simple testing regimes. It has done this by marrying 1970s progressive views on ‘development’ and ‘process’ with late 20th century technologies of micro-management. In keeping with Australian traditions, there has been a failure to address epistemological issues. While the new curricula met with some acceptance in the junior secondary school, they have met with huge public resistance when attempted at the high stakes senior secondary level, and the return to the academic/vocational divide with a strong testing overlay throughout schooling seems assured.
