The paper is a contribution to the EERA networks European Curriculum Research and Philosophy of Education. It is an analysis of two trends in public policy-making concerning the education of democratic citizens, an idea that is fundamental in the constitutive values put forward in the Swedish national curriculum. The two trends are: 'dialogic pedagogy', which influenced policy-documents during the 1970s and early 1980s, and 'deliberative democracy', a favoured theory of today. In the paper the notion of the democratic citizen in the national curriculum is presented, the two trends as pictured in national policy materials are analysed, both in terms of educational substance and their relevance for different students. At large the paper shreds light on the highly difficult educational issue of transmitting democratic values in democratic ways.
