This paper will explore the methodological issues in developing national > curriculum guidelines for young people with learning difficulties aged > 16-24.The work, which was commissioned by the QCA, seeks to provide > guidance to practitioners working in a range of post school settings > including schools, colleges and work- based training. The framework needed > to offer clear and coherent guidance for providers which could inform the > development and implementation of curricula. Second it needed to ensure > that the learners were placed at its centre and that they were actively > involved in the formulation of the guidance. Third a shift of emphasis was > > required towards placing accreditation more clearly in the framework of > teaching and learning. This paper will describe some of the emerging > tensions and issues. >
