Decentralization or devolution of administrative and financial decisions from national to local and institutional level that is well known in many educational systems is being carried further down to teams of teachers in the Danish system. They are given responsibility for managing issues like special needs education resources, substitution teacher resources and the work plan. School leaders, including principals, are given some management instruments but are also dependent on leadership instruments like forming and discussing a vision, role modeling and monitoring. Both management and leadership decisions are made on premises that are again based on values. In a research project on successful school leadership we were interested in finding out which values leadership decisions were based on. The interesting question to us was, if those values were in accord with the official purposes of schooling.
