Integration was introduced as a dominant special education policy issue in western societies in the 1960's. In the 1990's, integration was replaced by inclusion as the key word to policies and discourses in the field. In both periods, the international rhetoric is reflected in the national discourses on the issues involved, but national 'solutions' take different forms, depending on the political and professional landscape of the national case under examination. Briefly, this is the frame within which I will describe and discuss the present situation for inclusive education in Norway.
