This contribution describes some results of year two of a three-year research project named Democracy at Czech Schools (the project is funded by the Grant Agency of the Czech Republic, grant number 406/09/0609). Having analyzed the previously performed studies on democracy at Czech schools and deriving further topics therefrom, the writers depict the actual situation at schools and identify the needs currently related to the efforts to develop democratic milieu at Czech schools. For this, a combination of research and development procedures, most of them directly at selected basic schools (pupils aged 6 to 15) in the Czech Republic, were carried out. The most frequently applied methods were interviews, participated observations, study of school documents, expert consultations, and the coaching and managing of reflections on life processes and management at basic schools. At this stage of the research, the respondents were people in managing positions (head- teachers and their deputies), teachers, and the non- teaching staff. The data, as obtained so far, are employed to word answers to two of the basic questions of the research project: 1. What are the head-teacher's and teacher's needs in relation to the development of school democracy? 2. How successfully are such needs being fulfilled? The findings of the first and second phases of the research project will be later compared and a synthesis of both methodological approaches will be made. This should provide the opportunity to bring answers to other two questions: 3. What can be deduced from similarities and differences of the data gained from the analyses of the previously performed studies on democracy at Czech schools, and from the needs of people in schools (as they were found during the second phase of the research) in relation to the development of school democracy? 4. What does all this say about democracy at Czech schools?
