This paper explores issues of the portability of teaching credentials across jurisdictions particularly inter- provincial, inter-state or cross-national mobility. The paper draws extensively from the situation in Canada with occasional references to the United States and Australia. The paper begins with a discussion of the portability or lack of portability of teachers drawing from a case study of two Canadian provinces-British Columbia and Ontario. It then shifts to an exploration of various regional, national and international agreements that serve as the basis for increasing the portability of teaching credentials. I preface this paper with a statement that I find myself troubled by the pursuit of portability if it leads to open competition around teacher education in ways that might diminish local (state and provincial) engagement in teacher education. It is key that local groups assume the primary responsibility for the preparation of educational professionals and the investment of resources needed to do so. The paper closes with a discussion of some of the possible problems inherent in the pursuit of portability agreements.
