The study proposed addresses the professional education of social pedagogs in Iceland. It is a self study in a sense that it is directed to my own efforts as an educator at Iceland University of Education to enhance the quality of education for students and myself as a professional. This study involves self- reflective enquiry of my own practice and is directed towards establishing a new learning environment for my students. The goal of the study is to shed light on key indicators for evaluating service quality, particularly social services intended for people with disability. A review is made of service standards and definitions found in the current law as well as the principles that legal statutes are founded upon. Special attention is given to a discussion of how opinions on quality of services have developed in this area in order to gain a better understanding of underlying values and goals. An examination is also made of government performance initiatives in which the emphasis is on the measurement of quality and results as well as the role played by measurement techniques in the selection of performance indicators. The study uses action research techniques to develop self- evaluation guidelines for agencies providing service to individuals with disability over 18 years of age. The value of using such criteria for self- evaluation of ones own work environment is examined as well. This work is achieved through the continuous spiraling process associated with this mode of research and includes five performance feedback rings to reach the goals described above. The results of this research shows that professional supervision of social services for the handicapped by the Ministry of Social Services is minimal leaving service providers to their own interpretations of the implementation and monitoring of services. In addition, the assertion is made that equal opportunities for participation in society should be the underlying goal that services for people with disability are evaluated against rather than the actual objective of services. This study indicates that professionally developed balanced and integrated indicators of performance can support increased opportunities for participation in society. The key category of the proposed evaluation model focuses on results for individuals as prescribed in the research findings. Other areas of measurement include categories such as effectiveness of procedures, human resources issues, learning and growth and financial performance. These categories focus on needs as prescribed in the key category. The key categories of the proposed evaluation model will be intoduced as well as the areas of knowledge it is likely to impact for major stakeholders such as the researcher's own work environment.
