Iran's fourth development plan has been viewed as the roadmap to economic and social success. The plan has been referred to as a "knowledge based" programme. The term "knowledge based" introduces the strategic approach determining the priorities and goals, which can be adapted by referring to the research outcomes, with regard to domestic and the new global economic and social atmosphere. One of the main features of this new world conditions is competition. In this new condition, for the plan to be successfully carried out, there are some opportunities that must be made, and the challenges that must be faced. The last one is the point I am looking at in this article, that is, recognizing the crisis factors and presenting solutions or the basic skills, which are necessary for a person to be capable of facing the challenges. In this way I will come to the point that the main prerequisites for realization of the development process, is having the required and efficient more educated and higher skilled individuals. This needs a shift toward a new atmosphere in educational system that can only be attained by bringing philosophy into the class, and even more, into the real life. Philosophy for children programme (P4C) is suitable for younger people, and teaching philosophy and philosophy, (and even history), of subject matter for university students. These programe and courses, I will argue, will promote the necessary cultural conditions for the plan to be successfully carried out
