In highly structured VET-systems like the German dual system,
the accreditation of informal learning
is unusual because it endangers the VET-system. This is because
the legal rights connected with an
apprenticeship exam are devalued if the same qualification
could be achieved without that examination.
The social partners seek to protect those who have gained their
qualifications through an apprenticeship
by ensuring that the accreditation of informal learning is
reduced to a minimum in order. The German
“Externenprüfung” (External Examination) operates according to
the normal rules for apprentices.
The accreditation of informal learning is practised more in
more in professional fields related to
training for leisure time activities like horse riding, tennis,
golf or sailing. In these sectors, the
accreditation of informal learning is the common way of
qualifying for the profession. The difference
between the two types of qualifications is that the first is
accredited a sports association while the
apprenticeship exam is assessed through a state-run examination
board.
