Description: From 1999 to 2003 Germany was - behind France and Japan - the third largest donor in bilateral development aid for education. From the beginning the German government has been much involved in the recognition of education as the basis for a higher living standard, a democratic society, and the guarantee of peace and development. It played an active part not only in promoting EFA in general but also in the Education Task Force of the G8 and the Education for All Fast Track Initiative. The German government put two goals within Universal Primary Education on its agenda: the improvement of the quality of education and the extension of access to education, including development of the school infrastructure. Its main focus within EFA is directed towards bilateral cooperation, but also includes the multilateral level.
In my presentation I will investigate the engagement of the German government in the EFA initiative since its begin in the late 1990s in focusing on the political rhetoric and sketching the institutional structure of EFA in Germany. I will introduce some of the main projects of Germany, especially in Mozambique and Yemen, and will conclude with the achievements and the pitfalls of Germany's role in EFA
