Description: In this paper is made a proposal to guide the research evaluation in the field of the social sciences according to a standardized set. In the context of the experimental sciences the established criteria for the dissemination and research evaluation are usually assumed in a widespread way. Because of the nature of the results in the social research, it is necessary to establish mechanisms that allow to compare them following the adjustment to some international standards adapted to the process of investigation.The inherited tradition of the generalization of the results of the investigation has supposed that many of the works with great local repercussion are barely valued in other scenarios by not having the necessary diffusion so that the appraisers keep in mind its social impact. The employment of the bibliometrics indicators as main argument to evaluate in the natural sciences, it is disagreed in the case of the social sciences and humanities by different European organizations as the Royal Academy of Arts and Sciences of The Netherlands (2005) or the Comité National d'Évaluation de la Recherche of France (2002). In many occasions it is pointed out that evaluation of research activities in most fields in the Humanities and Social Sciences cannot be based on simple and uniform bibliometric indicators, and certainly not only on journals in English (Dutch report) (Devaux, 2002; Seglen, 1997).The absence of a scientific standardization in the context of the social sciences and the great dispersion of proposals has supposed that the scientific production has been valued worse. Therefore, it is necessary the existence of instruments that they help in this task like the employment of structured vocabularies and typologies of research (Beissel-Durrant, 2004). In the European case it supposes an important delay for the evaluation of the investigation because of lack of agreement and the employment of bureaucratized models in each country. As Leydesdorff (2005) points out, this supposes an important research question.
Methodology: The sample of this study have been the national agencies for research evaluation in Europe. We've found disparity of approaches when judging the research. This work has been carried out starting from the compared study of national reports of France, Portugal, Italy and Spain. They have also been kept in mind the reports of UK (Roberts, 2003) and Holland. We established a system of categories as indicators for a synthesis of the main guidelines to compare each system of research.
Conclusions: With this work we propose to develop an kind of ISO system that allows to standardize the decisions of research evaluation and its diffusion. Following the same steps that the administration of companies who has gotten a well-known international norm as ISO 9000 about the quality of the processes, it would be convenient to generate of a kind of ISO 9000 adapted to the process of the creation of the scientific knowledge in social sciences, especially in the context of the educational research. This initiative would have, at least, the following approaches: 1. Elaboration of an international scale to identify the type of scientific publications in the European environment without damage of the national and local publications. 2. Development of a catalogue of publications starting from the fields of knowledge with the independent of the uniform approaches of the economic movements of the companies, to avoid academic monopolies. 3. Establishment of uniform approaches that allow to identify the nature of the scientific contributions and their social impact. 4. Diffusion of indicators of the investigation through standardized languages as the thesaurus, catalogues, etc. 5. Development of systems of research evaluation that overcome the bibliometric parameters used for "to measure the quality" of the investigation. 6. Identification of the processes of scientific production in social sciences for being evaluated through consensus protocols used for the elaboration, diffusion and consumption of the investigation.
