Description: The implementation of lifelong learning (LLL) is of central interest for knowledge societies. Continuing vocational training in enterprises, financed totally or partly by the enterprises, is one very important element of LLL. Enterprises make very often use of the support of institutions of adult education for offering continuing vocational training, although the degree of involvement is different across countries (see results of the Continuing Vocational Training Survey II from 1999). The paper to be presented in ECER 2006 will be produced in the context of the project 'Country specific thematic analysis of continuous vocational training on the basis of CVTS II and modellingof CVT-structures' (see www.trainingineurope.com and Behringer/Käpplinger 2005), which is financed by the Leonardo Programme of the European Commission. Involved in the project are countries from Austria, the Czech Republic, Denmark, France, Germany, Italy and Lithuania. One of the central research goals of the projects is to get detailed insights into the present practice of the co-operation between enterprises and adult education institutions in Europe. In order to get these insights interviews with experts in enterprises and institutions of adult education are made in the countries involved in the project. These interviews are accompanied by price studies on different 'products' in the training market and questionnaires sent to institutions of adult education. The results of the project can be of used for in the field of continuing vocational training on a scientific and practical level. They should help to promote a further improvement in this field.
Methodology: The paper is based on a comparative approach and a triangulation of qualitative and quantitative methods. It will be mainly focused on qualitative expert interviews by the method content analysis (on content analysis: Früh 1998, Mayring 1997; on expert interviews: Meuser/Nagel 1997) with approximately 210 experts in enterprises and adult education institutions on the subject of continuing vocational training. By the qualitative approach of 'Perspektivverschränkung' (comparing perspectives) (see Gieseke/Käpplinger 2000) the different and shared perspectives of enterprises and adult education institutions in different countries are compaired and mirrored. The focus will be on the differences and communalities between enterprises and adult education institutions in order to describe and explain the present way of co-operation. Of special interest will be the problems in the field and the limitations of the co-operation in order to explore the space for innovation on the political and economical level.
Conclusions: This paper presents insights on continuing vocational training of enterprises. A field of research which is not very well elaborated. The present state of the work relations between enterprises and adult education institutions will be described and explained. Research questions concerning quality standards, networks and guidance/counselling will play an important role. Possible innovations in the field (especially innovations beyond ICT) and general organisational improvements of continuining vocational training in enterprises will be proposed with special attention to limitations and structural problems which have to be tackled. The insights of the different countries involved in the project will broaden the focus of the paper and charactize the international relevance of the project. Input for further research activities will be given.
