On behalf of the German Commission of the Federal Government and the Länder for Educational Planning and Research Funding (BLK), the German Centre for Cultural Research (Zentrum für Kulturforschung) co-ordinated the evaluation of a major educational development programme, "Kulturelle Bildung im Medienzeitalter" (kubim). The main goal of "kubim", was to develop and to test ground-breaking models exploring the creative and competent use of new media technologies in the field of cultural education and training. Some of the projects also experimented with the dissemination of aesthetic experiences to stimulate and train the senses, or with the establishment of interdisciplinary educational initiatives and networks.The Programme was carried out between 2000 and 2005 in 13 German Länder (federal States), with many spin-offs still going on. A final report was published in 2006. "kubim" included 23 large scale projects in schools, art academies, universities and other educational organisations. Thousands of children, students and trainees as well as a great number of teachers, artists, professors and other experts were involved in "kubim".The "kubim" projects were jointly financed by the Federal Ministry for Education and Research (BMBF) and by the respective Länder Ministries in charge of education, science and culture with a total budget of 11.6 million €.Both qualitative and quantitative methods, including input-output surveys, were used in the evaluation, depending on the scope of the individual projects or the age-level of students. The overall programme evaluation focused on potential transfers into educational practice and consequences for educational policymaking.General Conlusion: An unconventional and at the same time critical use of the "new media" can support learning and teaching processes, promote creative potential of children and students with different social background, and extend artistic modes of expression, especially if it combines new and traditional tech-niques. The concept of kubim to test the creative possibilities ("Gestaltbarkeit") and flexibility of computer-based media has proven to be an innovative approach. On the other hand, the integration of new technologies in schools and in "traditional" training environments for teachers (and contributing artists!) faces structural and attitude problems. To overcome these and other problems, far-reaching reforms in the educational system are needed.According to the final evaluation, main achievements of the "kubim" programme include, inter aliao Tried and tested concepts for an innovative, action-oriented integration of computer-based media in educational processes; o Multimedia education software and data bases that offer incentives and support trough visual aids and other teaching materials; o New courses for media authors / artists and for sound creators at the university level; o Motivating instructions for artistic programming and media design, which are accessible on the Internet and don't require further technical assistance (e.g. a "flash" course for artists); o New training concepts for teachers, which encourage them to address the new media in an artistic and creative way; ando A scientific debate on new experiences with the evaluation of "open learning processes".Final report with DVD: Zentrum für Kulturforschung: "Künste - Medien - Kompetenzen" (The Arts - Media - Competencies), Bonn:ARCult Media 2006, ISBN 3-930395-75-4. Results, teaching aids and recommendations from most of the projects are available on two Internet-platforms: www.netzspannung.org and www.lehrer-online.de.
