Paper Session
Contribution
Czech schools operate in a quite strongly decentralized environment. In comparison with the other EU countries they have a high degree of autonomy. At their level most of the decisions under the existing legislative framework are made. Czech schools have the possibility to develop in a relative independent way. This implies that various aspects of school life (from organisational as well as institutional perspective) are decided at school level, as schools are legal entities and operate according to their own school education programme. Except for the main school educational process there are various other supporting processes (management of financial flows, human resource development, etc.) essential for fulfilling the school educational functions. The competence of the staff working on the position of the headteachers and deputy headteachers thus includes leading and managing not only educational but also other process. Among the main activities of the deputy headteacher of the school ranks the organisation of teachers´ work, provision and control of school documents, etc., however, opinions on their competences vary in different schools (Atakli, 1999). Their position, their real role in the school has not been thoroughly researched and currently remains as a “white spot” in educational research (Hartzell, 1993). In order to facilitate the daily school work, the deputy headteachers has an irreplaceable role though the empirical research pays its attention rather to headteachers. The obstacles that have to be overcome by the deputy headteachers are passed up by the current research (Marshall, 1992). Also the research in the Czech Republic has focused mainly on career, competences, professional activities and career development of the school headteachers in the last decade (Pol, 2007; Pol et al., 2009, 2010; Prášilová, 2008, 2011; Prášilová, Vašťatková, 2010, a,b; Sedláček, 2008). Who is the school deputy headteacher and what specific activities he or she carries out is thus not entirely clear. The paper is therefore focused on the role of deputy headteacher in the Czech school.
The main objective of the paper is to characterize the role of the deputy headteacher and his/her share in management and leadership of schools. The research reveals the daily questions the school deputy deals with, his/her perception of this role also the relationship between this role and the teaching profession.
